Even, you need to add diplomacy and personal relationships factors for diversity in game. I think trade and city building is most important things in Port Royale series. Why people are keep saying Port Royale 2 is better than Port Royale 3? You need to think about that, because biggest difference is battle system between these games.

Naval battles, city sieges from sea or city sieges from land were nice in Port Royale 1 and Port Royale 2. But after to 17 years, Port Royale 1's naval battle system still looking better. Of course you need to add new elements in-game for innovation.
